Adjudicator Profile

Joe Pendlebury is a professional quantity surveyor with more than 30 years of construction industry
experience in Canada and throughout the world. Joe has worked on public and private projects across
various sectors, including residential, transportation, hospitality, education, sports and leisure, and power
and utilities.
Joe has acquired extensive knowledge of all phases of construction, with expertise in providing cost insight
during the early stages of planning and design. He has specific experience with value engineering, costbenefit
analysis, contract negotiation, change order assessments, and dispute resolution during design,
contract negotiation, and construction.
This experience has been used on insurance related projects to develop “replacement costs” and
“reproduction costs” prior to an insurance loss to establish insurance premiums, or after a loss. Joe has also
prepared estimates and rebuttal reports on the submitted values of losses due to fire, vandalism, significant
failures, or construction deficiencies. Joe has also assessed “value in place” and “cost to complete” for the
pay out of construction bonds where the contractor has defaulted or has been removed from the project.
As an expert witness, Joe has worked on disputes involving delay claims, physical and financial damages
claims, insurance claims, expropriations, value-in-place assessments, and reproduction cost assessments.
He has given testimony in various courts across Ontario, including the Superior Court of Justice, the Ontario
Municipal Board, the Canada Revenue Agency (CRA), and alternative dispute resolution.
