James Paul

James (Jim) Paul has 35-years broad construction experience as an owner, general contractor, project manager and lawyer. Starting as a summer student for an electrical contractor and glazier, then designing and building his own homes, advising on construction law matters, and running a billion-dollar public infrastructure organization. He understands the dedication and commitment parties bring to construction projects, and how different perspectives can lead to disputes needing help to resolve in a fair and timely manner.

Current experience includes 4-years as an CanDACC Adjudicator and Referee on MTO disputes.

As CEO, Defence Construction Canada, delivering 1,500+ defence infrastructure projects over $1 Billion annually, he had final project approval authority for procurements, contract awards, change management and claims management for all project sizes, and worked on the new federal Prompt Payment project, becoming CanDACC.

Dispute resolution proceedings involved amicable negotiations, mediations and arbitrations, and he was highly effective in resolving disputes without litigation.

Projects included critical infrastructure, highways, buildings, warehouses, environmental remediation and energy-performance contracts.

Project agreements included Design-Bid-Build, Design-Build, Public-Private-Partnerships (P3), Construction Management, FM and IPD.

Jim is strongly committed to integrity, while at DCC and as an Adjudicator today, ensuring disputes are resolved fairly and quickly for all parties – clients, general contractors, and sub-trades. He is experienced making decisions on interim payments, set-offs, contract amendments and other resolution steps.

Jim’s experience in Canada’s tech sector included owner’s rep for large Canadian technology firms – in land acquisition, rezoning, construction financing and managing delivery of complex, special-purpose tech facilities in Canada, US and UK.

An experienced owner/general contractor/project manager on numerous residential construction and renovation projects.
